Mandar appears to have been active from the beginning of the Revolution. He was a citizen of the section du Temple in Paris and was described as a soldier, publicist and municipal politician. As a soldier, he was one of those camped on the Champ de Mars during July 1789 and on 13 July he was involved in helping the crowd to seize arms from the Hôtel des Invalides. However, he claimed not to have been at the Bastille on the 14th July. From the early 1790s he was also a leading member of the Cordeliers Club.
